有關「保障香港不受『大陸化』」

主席,毛孟靜原議案及范國威修正案的內容,本席當然予以支持。但今天香港的處境,遠比他們初當選時惡劣,例如港中大戰前夕,特區政府要員,率多言辭閃爍,不敢表態支持港隊,人們不能想像,在中超廣州恒大對北京國安的賽事當前,廣州市委書記及市長會表現得如此窩囊;區議會油尖旺櫻桃選區的三號候選人中出羊子,其免費投寄選舉郵件遭選舉事務無理越權審查,把「建國」、「鄰近經濟強國」、「城邦派」詞彙及整首「香港城邦歌」歌詞刪去。

面對惡化的環境,抗爭行動必須升級。然而,毛孟靜及范國威兩位自稱本土派的議員,空有行禮如儀的姿態,卻不脫泛民的病態「非暴力潔癖」,還曾因此拖素人抗爭者的後腿。

二○一五年三月八日,有市民發起光復上水、屯門及尖沙咀的機動反走私水貨行動,期間在屯門有一帶着女兒的拖篋婦人,與示威者對罵,幼女欲勸其母離場,但母只顧以潑婦罵街的腔調回嗆,女最後受驚哭泣,該婦人明顯沒有盡其保護兒女的母親天職。

上述事件,有旅港洋人 Richard Scotford 的目擊筆錄,並附上另一位在場人士拍攝的片段〔註一〕 ,人證物證俱在,本應不容抵賴。但香港所有主流媒體,卻歪曲事實指光復義士包圍兩母女責罵。事後人民力量、社民連、保衞香港自由聯盟及以毛孟靜、范國威二人牽頭的「香港本土」,召開記者會發表聯合聲明,與抗爭者劃清界綫,與建制沆瀣一氣。

香港的泛民主派,以至一些自命「激進」及「本土」的政客,言必稱甘地及馬丁路德金,幻想印度獨立運動及美國黑人民權運動,由始至終都是百分百的非暴力抗爭,這是對當地歷史的無知。

就以六十年代美國黑人民權運動為例,一九六八年三月十四日,他在底特律市一間高中發表演說,當時美國黑人已贏得民權,但仍未能擺脫赤貧,白人佔絕大多數的警隊,到黑人區巡查時,又時常執法過當,結果自六十年代中葉起,各大小市鎮黑人區騷動無日無之。

馬丁路德金沒有割蓆,他如此回應騷動潮:「今晚我只在各位面前譴責騷動,是不足夠的。如果我沒有在同一時間,譴責在我們的社會(下層)中,不可忍的生活條件,是不負道德責任。這些不可忍的生活條件,是導致人們覺得自己別無他法,不訴諸暴力便不受重視。今晚我要說的是,一場騷動是無人聞問之語言(a riot is the language of the unheard)〔註二〕。」光復義士的指罵、昨晚香港球迷對中國「國歌」的倒采聲,何嘗不是另一種「無人聞問之語言」?
六十年代也有位主張勇武抗爭的Malcolm X(馬爾坎‧X),可與馬丁路德金分庭抗禮,他有一句「用上一切手段(by any means necessary)」的名言 ,曾分別在三次場合使用,最後一次在一九六五年一月,他以電報回覆一名美國納粹黨頭子,表明黑人面對極端白人團體威嚇,有權以一切手段自衛〔註三〕。
事實上 Malcolm X 的主張並非「為求目的,不擇手段」,以上列舉的事例,反映他晚期政治思想的轉化,把勇武抗爭的底線,定在自衛的前提。政治暴力有分不同層級,例如近來有套西片《女權之聲》在香港上映,當中描述百年前左右的英國,當地爭取女性投票權的婦運人士,長期以和平手段抗爭不果,遂訴諸低度武力,例如破壞百貨公司櫥窗,以至炸毀郵筒,引起公眾注意。
《女權之聲》於十一月九日作慈善首映,工黨何秀蘭、李卓人、張超雄,及民主黨劉慧卿獲邀出席,他們都不齒本土抗爭的所謂「過激」行為,卻未見他們譴責片中更激烈,但相當克制,不傷平民的以武抗暴行動〔註四〕。

資深政治評論家李怡,曾批評泛民主派政客及「名嘴」,如何以雙重標準消費台灣的「太陽花學運」:「9.28掀起三區佔領運動,是大型衝擊。衝擊非絕不可取。香港人包括泛民政團,到台灣支持太陽花運動,贊頌太陽花運動衝擊和強佔立法院(自然有打碎玻璃),何以回到香港就對在香港有這種行動深惡痛絕,政治潔癖到要急急劃清界限?〔註五〕」

本席在此敬告毛孟靜與范國威兩位同僚,大家都是帶着選民的托付晉身議會,當中共加強操控,港共政權扶同為惡,香港危疑震撼,已經覺醒的選民,自然會期望抗爭行動升級、政治人物理論水平提升,若繼續不思進取,消極退縮, 明年選民自然會另作選擇。本席深信,明年立法會改選,捍衛本土權益,抗拒中國化的候選人,必將成港人首選!
有球迷在港中大戰期間舉起紙牌,組合成 Hong Kong is not China 的字句,與西甲巴塞對上象徵西班牙中央政府的皇馬時,魯營球場的球迷經常展示的 Catalonia is not Spain 橫額互相呼應。當一個中央政府以趾高氣揚的心態壓迫地方,本土運動的潮流,必然是浩浩蕩蕩,沛然莫之能禦!
